This article centers on the legal profession\u27s failure to meet the needs of low income groups within our society. The author advocates that lawyers have a duty to make their legal services available to all types of people having a variety of legal needs. He also contends that this duty goes beyond that presently required by the Code of Professional Responsibility. The author identifies the inadequacies in the present system of delivering legal services and suggests steps to be taken that would improve the system

Observations on drought damage to some native plant species in eucalypt forests and woodlands near Hobart, Tasmania

A large number of shrub and tree species suffered damage in the Ridgeway and University Reserves near Hobart, Tasmania during a prolonged drought. Damage was largely confined to shallow soils and gully margins on dolerite, there being little or no damage on equivalent sites on sedimentary substrata. Intraspecific damage was inversely related to the heights of individuals for particular sites. Relative drought resistance is presented diagrammatically for 24 small shrub species and 17 tall shrub and tree species. Drought damage does not directly limit the distribution of most species observed in this study, although the patterns of relative drought resistance accord well with species distribution in respect to available water

Inverse Scattering and Acousto-Optic Imaging

We propose a tomographic method to reconstruct the optical properties of a highly-scattering medium from incoherent acousto-optic measurements. The method is based on the solution to an inverse problem for the diffusion equation and makes use of the principle of interior control of boundary measurements by an external wave field.Comment: 10 page

YF-12 cooperative airframe/propulsion control system program, volume 1

Several YF-12C airplane analog control systems were converted to a digital system. Included were the air data computer, autopilot, inlet control system, and autothrottle systems. This conversion was performed to allow assessment of digital technology applications to supersonic cruise aircraft. Health sector decentralization and Indonesia ' s nutrition programs : opportunities and challenges

This policy concept paper is intended to assist the center in navigating the tension between opportunities and challenges as activities are adapted to the decentralized national nutrition policy, and to help guide districts and provinces in the conduct o f locally appropriate nutrition programs. The paper synthesizes the findings of an extensive study undertaken by the World Bank with a summary of the results, while the conclusions are discussed in detail in the four annexes. It begins with a review of the accomplishments and remaining nutrition challenges for Indonesia. It then turns to look at the regional diversity in Indonesia ' s nutrition challenges and asks which type of nutrition programs are most cost-effective. The paper concludes with an assessment of the existing institutional arrangement for nutrition service delivery, and discusses steps Indonesia can take to further improve population nutrition and health.
